Project OVERVIEW
The proposed Keystone Gulf Coast Expansion Project (Keystone XL) is complementary to the Keystone Pipeline and would serve existing refineries and markets on the U.S. Gulf Coast in Texas. It would link a growing and reliable supply of Canadian crude oil with a rising North American demand for energy.
The proposed project is an approximate 1,980-mile (3,200-kilometre), 36-inch crude oil pipeline that would begin at Hardisty, Alberta and extend southeast through Saskatchewan, Montana, South Dakota and Nebraska. It would incorporate a portion of the Keystone Pipeline to be constructed through Kansas to Cushing, Oklahoma, before continuing through Oklahoma to a delivery point near existing terminals in Nederland, Texas to serve the Port Arthur, Texas marketplace. Also proposed is an approximate 50-mile (80-kilometre) pipeline to the Houston, Texas marketplace.
Keystone will be operated as one integrated pipeline system which will include the proposed Keystone XL pipeline project.
Commercial
Keystone secures long-term commitments for U.S. Gulf Coast Expansion
During the third quarter of 2008, Keystone conducted an open season to solicit interest for an expansion and extension of the Keystone Pipeline system from Hardisty, Alberta to the U.S. Gulf Coast, the largest refining market in North America.
Keystone has secured additional firm, long-term contracts totalling 380,000 barrels per day for an average term of approximately 17 years. With these commitments from shippers, Keystone will proceed with the necessary regulatory applications in Canada and the U.S. for approvals to construct and operate an expansion and extension of the Keystone Pipeline system that will provide additional capacity of 500,000 barrels per day from Western Canada to the U.S. Gulf Coast in 2012.
When completed, the expansion will increase the commercial design of the Keystone Pipeline system from 590,000 barrels per day to approximately 1.1 million barrels per day. With the additional contracts, Keystone has now secured long-term commitments for 910,000 barrels per day for an average term of approximately 18 years. These commitments represent approximately 83 per cent of the commercial design of the system.
The Keystone Pipeline system is expected to result in a capital investment of approximately US$12 billion between 2008 and 2012. TransCanada is increasing its equity ownership in the Keystone partnerships to 79.99 per cent from 50 per cent. ConocoPhillips’ equity partnership with be reduced to 20.01 per cent.

REGULATORY
2009
- TransCanada filed its section 52 application with the National Energy Board for approvals to construct and operate the Canadian portion of the Keystone Gulf Coast Expansion Project (Keystone XL).
2008
November
- TransCanada Keystone Pipeline, LP submitted its Environmental Report and Appendices to the U.S. Department of State in support of its Application for a Presidential Permit.
October
- TransCanada filed an application with the Pipeline and Hazardous Safety Administration (PHMSA), an agency of the U.S. Department of Transportation, to design, construct and operate Keystone XL using a design factor and operating stress level of 80 per cent of the steel pipe's specified minimum yield strength in certain areas. Keystone XL’s application for a special permit includes measures above and beyond those required by regulations to ensure pipeline safety. In addition, Keystone XL's application contains more than more than 50 conditions for the design and operation of the pipeline. PHMSA included those conditions in its approval of a similar permit in connection with the Keystone Pipeline Project, saying that those measures “provide a level of safety equal to, or greater than, that which would be provided if the pipelines were operated under existing regulations.”
July
- The National Energy Board issued a Federal Coordination Notice regarding Keystone Gulf Coast Expansion’s (Keystone KXL’s) filing of a Preliminary Information Package.
- TransCanada and ConocoPhillips submitted to the National Energy Board a Preliminary Information Package on a proposed Keystone Gulf Coast Expansion (Keystone XL).
March
- Submitted Preliminary Standard Form 299 to U.S. Bureau of Land Management in connection with request grant of pipeline right-of-way across federal lands.

We recognize the importance of incorporating public input into our project plans. We believe that through consultation with landowners, communities, aboriginal and tribal communities and governments, and other interested stakeholders, we can address questions and concerns and integrate important public input into our activities. We share project information and gather input throughout the planning phase and incorporate feedback into our project design and implementation as appropriate. Input from stakeholders will be sought through the regulatory process, as well as through our public outreach program.
