Keystone Pipeline Project

On June 30, 2010, TransCanada commenced commercial operation of the first phase of the Keystone Pipeline System. Keystone's first phase was highlighted by the 864 kilometre (537 mile) conversion of natural gas pipeline to crude oil pipeline and construction of an innovative bullet line that brings the crude oil non-stop from Canada through North Dakota, South Dakota, Nebraska, Kansas, Missouri and Illinois to market hubs in the U.S. Midwest.

The US $12 billion Keystone pipeline will play an important role in linking a secure and growing supply of Canadian crude oil with the largest refining markets in the United States, significantly improving North American security supply.

An innovative and cost-competitive solution to a growing North American demand for energy, the Keystone Pipeline System will link a reliable and stable source of Canadian crude oil with U.S. demand. Upon completion, the Keystone Pipeline System will be comprised of the 3,461 kilometre (2,151 mile) Keystone Pipeline and the proposed 2,673 kilometre (1,661 mile) Keystone Gulf Coast Expansion Project (Keystone XL). TransCanada affiliates will build and operate the Keystone Pipeline System.

Status and Timelines

Keystone Cushing Extension (Phase II)

Keystone Cushing (Phase II) is an extension of the Keystone Pipeline of approximately 480 kilometres (298 miles) from Steele City, Nebraska to Cushing, Oklahoma. The 36-inch pipeline is scheduled for construction in 2010 and will connect to storage and distribution facilities at Cushing, a major crude oil marketing/refining and pipeline hub. In addition, this phase will include the construction of four new pump stations and an expansion of additional pumping units for the 22 of 23 pump stations built as part of Phase I in the United States.

In Canada, Phase II will also include the construction of seven new pump stations and additional pumping units for seven of the 16 initial pump stations built to support Phase I. Construction is anticipated to be completed by the fourth quarter of 2010 and the pipeline in service by 2011.

Keystone Gulf Coast Expansion (Keystone XL)

The proposed Keystone Gulf Coast Expansion Project is an approximate 2,673-kilometre (1,661-mile), 36-inch crude oil pipeline that would begin at Hardisty, Alberta and extend southeast through Saskatchewan, Montana, South Dakota and Nebraska. It would incorporate the 480-kilometre (298-mile) portion of the Keystone Pipeline (Phase II) through Nebraska, Kansas to serve markets at Cushing, Oklahoma before continuing through Oklahoma to a delivery point near existing terminals in Nederland, Texas to serve the Port Arthur, Texas marketplace.

Keystone plans to first construct the 700-kilometres (435-miles) of new pipeline in Oklahoma and Texas. It is anticipated this third phase of Keystone would start construction in the first quarter of 2011 and be complete by the fourth quarter of 2011.

Construction of the fourth phase of Keystone would follow with approximately 526-kilometres (327-miles) of new pipeline through Canada. The pipeline would then extend south approximately 1,371 kilometres (852-miles) through Montana and South Dakota to Steele City, Nebraska. Construction of this phase is anticipated to be completed by the first quarter of 2013.

Also proposed is an approximate 76-kilometre (47-mile) pipeline to transport crude oil from Liberty County, Texas to the Houston, Texas area.

The proposed project will also require new facilities at the Keystone Hardisty Terminal, including: three operational storage tanks, an initiating pump station and interconnections with existing pipeline systems in the Hardisty area. Keystone Gulf Coast Expansion includes construction of an additional eight pump stations in Canada and 30 pump stations in the United States.

An independent economic study finds that construction of the Keystone Gulf Coast Expansion Pipeline project should provide significant, positive contributions to the U.S. economy. The Perryman Group study states that the proposed pipeline project should improve U.S. energy security with the ongoing benefit to the U.S. economy of a more stable source of consistent energy supply over an extended period of time.

Regulatory Requirements

TransCanada received National Energy Board approval in 2007 for two major regulatory applications to construct and operate the Canadian portion of the Keystone Pipeline project. The United States Department of State issued its Record of Decision and National Interest Determination regarding the Keystone Pipeline in the first quarter of 2008.

TransCanada filed its section 52 application with the National Energy Board and received approval on March 11, 2010 to construct and operate the Canadian portion of the Keystone Gulf Coast Expansion Project (Keystone XL).

It has also filed an application for a Presidential Permit with the U.S. Department of State, authorizing the crossing of the international border. The Department of State is conducting an environmental review of the project under the National Environmental Policy Act. On April 16, 2010, a draft Environmental Impact Statement was published by the U.S. Department of State stating the company's Keystone Gulf Coast Expansion (Keystone XL) project would have limited impact on the environment.

An application with the U.S. Bureau of Land Management has been filed for a grant of right-of-way and temporary use permit, allowing construction and operation of the pipeline project across certain federal lands.

TransCanada has filed an application with the Montana Department of Environmental Quality for a Certificate under the Montana Major Facilities Siting Act, which is under review by the agency in parallel with the federal review of the project. In addition, a statement accepting the Montana common carrier requirements has been filed and accepted by the Montana Public Service Commission.

Public Involvement

We believe that through consultation with landowners, communities and other interested stakeholders, we can address questions and concerns and integrate important public input into our activities. Extensive consultation and community outreach activities have been conducted since the Keystone project was originally announced in February 2005.

TransCanada has a long history of assisting causes that benefit residents of the communities where we live and work. We want those investments to make a long-term difference to recipients. That's why we champion causes that involve basic community issues. In partnership with non-profit organizations, we strive to instil hope and foster positive change. We focus on five main areas: Civic Investment; Education; Environment; Health; Human Services

Commercial Information

The first leg of the Keystone Pipeline from Hardisty, Alberta to Wood River / Patoka, Illinois has throughput capacity of 435,000 barrels per day. Phase II of the project to Cushing will be completed in late 2010 and increase capacity to 591,000 barrels per day. The Gulf Coast Expansion will add an additional 500,000 barrels per day in late 2012. When completed, the expansion will increase the commercial design of the Keystone Pipeline system from 590,000 barrels per day to approximately 1.1 million barrels per day. With the additional contracts, the Keystone Pipeline has now secured long-term commitments for 910,000 barrels per day for an average term of approximately 18 years. These commitments represent approximately 83 per cent of the commercial design of the system. The Keystone Pipeline System is expected to result in a capital investment of approximately US$12 billion between 2008 and 2012.
