Rate Design and Services Implementation for Alberta System - November 1

On August 12, 2010, NGTL received approval from the National Energy Board (NEB) to implement a new rate design and services structure.

Specifically, the NEB approved:

  • the proposed Alberta System rate design methodology and terms and conditions of services;
  • the supporting Tariff amendments; and,
  • the contract transition mechanism as described in NGTL's Alberta System Rate Design, Services and Integration Application filed with the NEB on November 27, 2009.

The new rate design combines all firm deliveries into FT-D service and incorporates demand based contracts for firm intra-Alberta Shippers. As well, the ex-basin delivery tolls (FT-D1) will be location specific while the intra Alberta deliveries will include a postage stamp demand charge for all firm (FT-D2 + FT-D3) intra-provincial deliveries. Term differentiated rates will now be available for all delivery customers.

As part of the transition mechanism NGTL filed an application with the NEB on August 30, 2010 for approval of revised 2010 interim rates, tolls and charges to be effective November 1, 2010.

NGTL will initiate a contract transition election process for delivery customers starting September 20th. The timeline is as follows:

  • Customers will receive notice of their existing contracts and an election form on September 20, 2010.
  • Customers are asked to return their elections to NGTL by October 1, 2010. Customers will have the opportunity to elect term differentiated rates based on contract term. Customers may also consolidate contracts.
  • NGTL will process these contract requests into the Dovetail contracting system and complete a credit review for each request.
  • NGTL will forward contracts to customers by October 8, 2010 fulfilling their requests to the extent possible.*
  • Customers are asked to return signed Customer contracts to NGTL by October 22, 2010.

* NGTL will work with customers to deal with credit issues or capacity constraint issues during this time frame should these issues arise.

  • Tuesday, September 14th 9:30 AM - 11:00 AM
  • Friday, September 17th, 1:30 PM - 3:00 PM

NGTL - New Invoice Samples Online:

The implementation of Alberta Rate Design takes effect on November 1, 2010.  The first invoices reflecting the new rate design will be rendered December 20, 2010. 

You will notice changes that incorporate FT-D1, FT-D2 and Alternate Access.  The two FT-P invoices illustrate an FT-P Delivery Credit and FT-P Receipt Credit.  There are also two Excel downloads of the invoice Delivery Demand and Delivery Commodity sections that have changed.
