Nov 1, 2010 Rate Design
On August 12, 2010, NGTL received approval from the National Energy Board (NEB) to implement a new rate design and services structure.
Specifically, the NEB approved:
The new rate design combines all firm deliveries into FT-D service and incorporates demand based contracts for firm intra-Alberta Shippers. As well, the ex-basin delivery tolls (FT-D1) will be location specific while the intra Alberta deliveries will include a postage stamp demand charge for all firm (FT-D2 + FT-D3) intra-provincial deliveries. Term differentiated rates will now be available for all delivery customers.
As part of the transition mechanism NGTL filed an application with the NEB on August 30, 2010 for approval of revised 2010 interim rates, tolls and charges to be effective November 1, 2010.
NGTL will initiate a contract transition election process for delivery customers starting September 20th. The timeline is as follows:
* NGTL will work with customers to deal with credit issues or capacity constraint issues during this time frame should these issues arise.

The implementation of Alberta Rate Design takes effect on November 1, 2010. The first invoices reflecting the new rate design will be rendered December 20, 2010.
You will notice changes that incorporate FT-D1, FT-D2 and Alternate Access. The two FT-P invoices illustrate an FT-P Delivery Credit and FT-P Receipt Credit. There are also two Excel downloads of the invoice Delivery Demand and Delivery Commodity sections that have changed.
