In response to the rapidly increasing production of natural gas from the Haynesville Shale Basin, TransCanada, through its wholly-owned subsidiary ANR Pipeline Company (ANR), is planning to develop the ANR Haynesville Lateral Project (Haynesville Lateral).  The Haynesville Lateral is expected to transport up to 1.8 billion cubic feet of natural gas a day when it goes into service with a target date of fall 2012.  The Haynesville Lateral is intended to provide producers new export capacity for shale gas and access to markets in the Southeast, Midwest, and Northeast.  The project would also provide alternate export options for existing production from the Barnett, Woodford and Bossier shale production east out of the Carthage Hub area.  This is to be accomplished by multiple pipeline receipt options at Carthage and multiple delivery points along the proposed route.

As proposed, the Haynesville Lateral project design is expected to include a 281 kilometer (175-mile) long, 42-inch diameter pipe routed along existing pipeline corridors.  The Haynesville Lateral, to be installed in the Carthage area in Panola County, Texas, runs eastward through a point near ANR’s Delhi Compressor Station east of Perryville, in Richland Parish, Louisiana, and on to an interconnection with the Southeast Mainline (SEML).  Other facilities would include two, 35,000 horse power compressor stations along the route in Louisiana.  TransCanada plans to minimize the environmental impact by routing construction parallel to an existing natural gas pipeline.

The additional capacity is expected to meet the growing demand for natural gas in several key market areas.  Based upon the results of a binding open season, ANR will determine the final design and scope of the project.

STATUS AND TIMELINES

If sufficient support for the proposed Haynesville Lateral is obtained through the binding open season process, we will proceed with the necessary regulatory applications. Input from stakeholders will be sought through the regulatory process, as well as through an extensive engagement process. Regulatory requirements

The lead federal regulatory agency for permitting this project is the Federal Energy Regulatory Commission (FERC).  FERC requires companies proposing pipeline projects to make their best efforts to notify affected parties of their plans to build facilities in the community.  FERC’s certificate process provides for a coordinated environmental review of the proposed facilities and, if successful, federal authority to construct and operate the system.  The project also will require permits and approvals from several other federal, state and local agencies.

PUBLIC INVOLVEMENT

If the binding open season is successful, ANR will be meeting with landowners, elected officials, and other interested stakeholders along the proposed route, early on in the permitting process.  ANR will also begin the pre-filing process with an initial consultation with FERC.  Once FERC issues a Certificate of Public Convenience and Necessity, construction is expected to begin in 2011 with an expected in service date of October 2012.

ANR is and will continue to be a good neighbor in Texas and Louisiana.  Continuing in that tradition, and consistent with FERC’s pre-filing process, the company will seek stakeholder and community input throughout the planning and implementation of the Haynesville Lateral Project.

ENVIRONMENT AND SAFETY

The safety of the public and our employees is our top priority.  We will meet or exceed industry and government standards that have been designed to ensure public safety.  Our commitment is reflected in the design and construction of our facilities, as well as in our operating and maintenance practices.  Our pipeline maintenance activities include regular aerial patrols, internal pipeline inspection using specialized electronic inspection tools and corrosion protection systems.  The pipeline is continuously monitored using state-of-the-art supervisory control and data acquisition (SCADA) and leak detection systems.

We maintain an ongoing public awareness program to keep lines of communication open with our neighbors about our facilities and provide information about how to live and work safely around pipelines.  As part of this program, we involve local emergency response agencies to ensure there is an understanding about the specifics of our pipeline, which will lead to a safe and effective response in the unlikely event of an incident.

Our facilities are designed, constructed and operated in compliance with all applicable laws and regulations and to minimize risks to our employees, the public and the environment.
