TransCanada and ExxonMobil have reached an agreement to work together to progress TransCanada’s Alaska Pipeline Project.  Both companies believe this offers the best means to commercialize Alaska’s North Slope natural gas resource.

TransCanada and ExxonMobil are uniquely positioned to efficiently and effectively advance the project. 

The TransCanada Advantage:
TransCanada owns and operates one of the largest, most sophisticated, remotely controlled natural gas pipeline networks in the world and has extensive construction and operating experience in cold weather climates. The company holds the existing certificates and right-of-way under the Northern Pipeline Act, and has proven expertise in efficiently advancing pipeline projects through the regulatory process. 

The ExxonMobil Advantage:
ExxonMobil has proven global mega-project management experience, a long history of Arctic project successes, is the largest holder of discovered Arctic North Slope (ANS) natural gas resources, and brings its substantial financial strength to the project.

Together, both companies provide a comprehensive set of strengths that build confidence in the commercial offering necessary for a successful open season.  TransCanada and ExxonMobil are eager to work with the Alaska Administration, the Alaska Legislature and other interested parties in the U.S. and Canada in making the Alaska Pipeline Project a success.

TransCanada’s contract obligations under the Alaska Gasline Inducement Act (AGIA) License will be unaffected by ExxonMobil’s participation. TransCanada Alaska Company, LLC and subsidiaries of Foothills Pipe Lines Ltd. will remain the AGIA licensees and TransCanada will continue as the primary point of contact with the State of Alaska and the general public for this project. 

The Alaska Pipeline Project will stretch approximately 1,700 miles (2,737 km) from the North Slope Alaska through Yukon and northeastern British Columbia to the B.C./Alberta border near Boundary Lake, and will include new and existing infrastructure in Alberta.

STATUS AND TIMELINES

2008

  • December - TransCanada issued AGIA license by the commissioners of Natural Resources and of Revenue.

2009

  • April - TransCanada submitted a pre-filing request to FERC for the Alaska section of the project.  The request was submitted approximately two years earlier than originally anticipated in the AGIA license schedule.
  • May - FERC accepted TransCanada’s pre-filing request for the Alaska section of the Project.
  • June - TransCanada and ExxonMobil announced plans to work together on an Alaska gas pipeline.

2010

  • July - Conclude initial binding open season.

2012

  • October - Apply for FERC certificates of public convenience and necessity to authorize the construction and operation of the Alaska Section and gas treatment plant.

2014

  • November - Project sanction.

2016

  • April - On-site construction expected to begin.

2018

  • September - Anticipate Alaska Pipeline Project in-service.

Alaska Gasline Inducement Act - AGIA

The Alaska Gasline Inducement Act (“AGIA”) was passed into law by the State of Alaska in May 2007. Its purpose was to expedite the construction of a pipeline to transport Alaskan natural gas resources to market. AGIA offers certain incentives to gas producers and pipeline companies in exchange for specific commitments that will provide significant benefit to the State. After a competitive bid process and a thorough public and legislative review, TransCanada was selected by the State in August 2008 as the exclusive recipient of the AGIA license.

The license was formally signed and issued to TransCanada on December 5, 2008. In that ceremony, Governor Palin made the presentation to TransCanada CEO Hal Kvisle.
