> NEB Facility Applications Update
Due to the changing market dynamics in the U.S. Northeast and the need for additional demand and flow redistribution within Quebec, TransCanada is looking at cost effective ways to alleviate capacity constraints.

In the past eight months, two expansion projects on the TransCanada Mainline system and one expansion project on the Trans Québec & Maritimes (TQM) system have been filed with the National Energy Board (NEB). An application by TransCanada for approval of the Les Cèdres Loop, located on the Montreal Line between MLV 147A and MLV 148 (21.3 km x NPS 36), was filed in February 2005. These facilities are required to provide transportation service to TransCanada Energy's Bécancour power project. TransCanada has responded to a number of information requests related to this application and now await the NEB's decision.

An application by TQM to install additional compression at the Lachenaie compressor station (2 x 7.0 MW units) was filed in August 2005. These facilities are required to enable TransCanada to respond to new service requests from the Bécancour power project and Gaz Métro. On September 16, an application was filed by TransCanada for two loops on the North Bay Shortcut (NBSC) - the Stittsville Loop (19.7 km x NPS 42) and the Deux Rivières Loop (18.1 km x NPS 42). The proposed new facilities are all underpinned by executed Precedent Agreements with the 12 members of the Alberta Northeast Limited consortium, Union Gas and Gaz Métro and provide incremental capacity to the Eastern Delivery Area (EDA) and the Iroquois export point.

In addition to these facilities, TransCanada is analyzing additional requirements for additional compression on the NBSC or Montreal line, loop and/or compression on the Chippawa / Niagara system, and loop on the Philipsburg extension.
