On September 6, 2005, the National Energy board (NEB) approved Tolls Task Force (TTF) Resolution 19.2005 that endorsed improvements to the way Alternate Receipts are accessed on the Canadian Mainline System. *
As of October 1, 2005, the following changes will be in effect:
- Valid Alternate Receipt Points are downstream of the primary contract receipt point and upstream of the contract delivery point (i.e. For a FT contract from Empress to an Eastern Zone area, the receipt points in Saskatchewan would be valid Alternate Receipt Points)
- Alternate Receipts will be incorporated as a feature of Firm Transportation (FT) service
- Access to Alternate Receipts will be via nominations rather than through contract amendments
- The Firm Transportation Delivery (FT-D) service class identifier will be required in the nomination for all Alternate Receipts
- Starting with contracts renewing on November 1, 2005, Alternate Receipt Points in FT contracts will be removed
- Fuel for Alternate Receipts may be provided at any valid Alternate Receipt Point for that FT contract
This Alternate Receipt Point modification will provide many benefits. Alternate Receipts are now enshrined in the Mainline Tariff as a feature of FT service. This provides clarification that the priority of Alternate Receipt Points is equal to that of delivery diversions.
Administrative efficiencies will also be realized as contract changes will no longer be required to add or remove Alternate Receipt Points. Alternate Receipts will be accessible via nominations, in the same way as delivery diversions are today.
As well, in most cases, customers will benefit from minor toll decreases with commodity charges being based on the nominated path.
