On April 8, 2003, the Tolls, Tariff and Procedures Committee (TTP) supported the modification of Interruptible Transportation - Receipt (IT-R) priority from 'sign date' to a 'previous flow' model through an unopposed vote on Resolution T2002-04. Adoption of the new priority methodology enables TransCanada to provide Blanket IT-R Service to our customers on the Alberta System.

Blanket IT-R Service will provide a 'blanket' attribute for the current IT-R Service. The 'blanket' attribute effectively enables one service agreement to cover all Receipt points. It will simplify administration and provide evergreen IT-R term (no contract term end date) with a customer termination feature. Once a customer contracts Blanket IT-R, the Customer would have nomination rights at all Receipt Points.

TransCanada filed Resolution T2002-04 on April 14, 2003 for information and was acknowledged by the Alberta Energy and Utilities Board (EUB) in a letter dated May 28, 2003 (File No.: 8630-N1-3).

The TTP agreed under Resolution T2002-04 to develop the necessary tariff amendments to incorporate the changes to Blanket IT-R. On October 7, 2003, the TTP supported amendments to Rate Schedule IT-R and the General Terms and Conditions of the Tariff, incorporating changes to Blanket IT-R through an unopposed vote on Resolution T2002-04(T). No Tariff changes are required for IT-R priority.

TransCanada recently filed an application on Blanket IT-R and it is currently before the regulator. The Notice of Application closes on November 5, 2003. If no objections are received, we hope to obtain approval shortly.

Changes to our systems to handle Blanket IT-R and IT-R priority are being evaluated and expected to be completed by year end. TransCanada will provide a minimum two-week notice to shippers of the implementation of the tariff amendments for Blanket IT-R. Further updates will be communicated to customers via NrG bulletins and the Update magazine as this project progresses.
