Transportation For Solution Gas

Availability

A Customer may request NOVA Gas Transmission Ltd. (NGTL) to provide immediate Service under Rate Schedule FS in the event that it receives an order from a Regulatory Agency to conserve solution Gas.

Requirements

Customer is to submit an Application for Service (see Applying for Service) Procedure and attach a letter explaining their immediate requirement for Service and forward by fax or mail to the appropriate Customer Account Representative (CAR) in Customer Service at NGTL. It is the responsibility of the Customer to have the Regulatory Agency confirm, in writing to NGTL, that a conservation order has been issued and that it is in the public interest that NGTL provides Service under Rate Schedule FS immediately.

NOVA Review

Once the request from the Customer and the letter from the Regulatory Agency are received, NGTL will undertake an immediate review to determine if there is upstream processing, meter station, lateral and main line capability to accommodate the incremental Service under Rate Schedule FS. NGTL will also review operational information to determine if, historically, there have been any restrictions in the area in which the Receipt Point is located.

Response To Customer

After the review process has been completed the CAR will respond to the Customer as follows:

  1. No main line restrictions or meter station and lateral expansion required.

    -   Customer will receive a Rate Schedule FS Schedule of Service, an Agreement to Provide Letter of Credit (NGTL's Gas Transportation Tariff, General Terms and Conditions Section 10.1, Financial Information and Secutiry Procedure) and an FS Service Agreement (if appropriate) for immediate Service under Rate Schedule FS.

  2. Minor Main Line Restrictions and meter station and lateral facility additions are not required.

    -   Customer to receive documents as in (1) for immediate Service under Rate Schedule FS.

  3. No main line restrictions, meter station and lateral Facility additions are required.

    -   Customer to receive documents as in (1) along with a Project and Expenditure Authorization (PEA) which, upon execution, allows NGTL to construct the required Facilities. Service under Rate Schedule FS would be provided once all required NGTL Facilities are completed.

  4. Main line restrictions.

    -   Customer to receive documents as in (1) along with an estimated Billing Commencement Date (BCD) for Service under Rate Schedule FS. This estimated BCD is the estimated date that all required main line Facility additions will be completed.

  5. No upstream plant capacity available.

    -   Customer to receive a letter that indicates their request for FS cannot be accommodated and consequently their request for Service will be cancelled.
